Fair competition and a healthy climate on construction sites
To ensure fair competition and foster a healthy climate for work in the industry, the CCQ pays particular attention to certain elements during its interventions. It detects situations that are not in compliance with the rules in force, as well as illegal schemes.
Guaranteeing the skills of people on construction sites
The CCQ verifies that people working on sites have the skills required to guarantee the quality of work done and the safety of people and property. Workers prove their skills by earning a competency certificate. Contractors who wish to do work on sites must fulfil a number of obligations, including holding a valid licence from the Régie du bâtiment du Québec, when required, and being registered as an employer with the CCQ.
Contributing to the fight against under-the-table work and tax evasion
The CCQ contributes to the fight against under-the-table work and tax evasion by ensuring, among other things, that hours of work are declared and the clauses of the collective agreements are respected. The CCQ is also a member of the ACCES construction committee, directed by the ministère des Finances du Québec.
Fighting against intimidation and discrimination
To ensure a healthy climate on construction sites, the CCQ systematically intervenes in all cases of intimidation and discrimination reported to it. Such situations may occur between workers and employers or be directed against CCQ employees.
The team devoted to compliance
Almost 400 CCQ employees – inspectors, auditing technicians, investigators, and others – make sure that activities in the construction industry respect the law. With a presence throughout Quebec, they intervene in the field and use the powers granted to the organization.
The CCQ also has specialized teams that provide support for its compliance operations, notably in the areas of information management, application of collective agreements, and legal services.
